The Public Health and Racial Equity (PHaRE) Model© for Systems Change is a newly developed explanatory model for philanthropic, government, education, and community leaders that wish to advance community-led systems and policy change. The model is based on research to identify and explain drivers of the more than 1,200 policy, systems and environment changes achieved by 14 disinvested communities during The California Endowment’s 2010-2020 Building Healthy Communities initiative. The PHaRE Model© also incorporates existing constructs of Power Ecosystems, Multiple Streams Framework, and Complexity Theory. To inform grantmaking and systems change, these findings, the change process, and recommendations are captured in the 5 Domains of the PHaRE Model© and accompanying training modules. While the PHaRE Model© is based on research about what has worked to change policies and systems, the interactive trainings are accessible and incorporate principles of adult learning and popular education methods.
